The Consumer Goods Forum (CGF) Plastic Waste Coalition of Action has published a new report, “Extended Producer Responsibility for Packaging: Design and Implementation in Low- and Middle-Income Countries”, offering crucial guidance to policymakers, industry leaders, and waste management stakeholders on how to design effective and locally tailored Extended Producer Responsibility (EPR) schemes for packaging.
Aimed at contexts where waste systems face systemic challenges—such as limited infrastructure, financing gaps, and a large informal sector—the paper outlines practical recommendations to help both policymakers and institutions implement EPR systems that can sustainably fund packaging waste management.
In addition to reinforcing the CGF’s Optimal EPR Principles, the report introduces six complementary guidance elements, with three—known as “the 3Is” (Institution(s), Infrastructure, Informal Sector)—highlighted as particularly challenging. These areas require careful attention in policy design and implementation to ensure that EPR systems are both effective and inclusive in low- and middle-income countries.
