On 6-7 November 2024, a pivotal multi-stakeholder roundtable took place in Putrajaya, Malaysia, hosted by the Malaysian Government, to advance ethical recruitment practices and tackle forced labour. 

The event brought together government representatives from four ministries, and key business players, including The Consumer Goods Forum’s (CGF) Human Rights Coalition and its members, to discuss progress on Malaysia’s journey to enhance respect for international labour standards and identify opportunities to reinforce its position as a responsible sourcing hub.

Malaysia has shown progress in combating forced labour, reflected in its upgrade from Tier 3 to Tier 2 in the U.S. Trafficking in Persons (TIP) Report. However, emerging regulations, such as the EU’s Corporate Sustainability Due Diligence Directive, signal the need for continued enhancements in recruitment and labour practices.

We welcomed 66 participants from 34 organisations, including representatives from the government; private sector; and international agencies. Discussions covered policy frameworks for ethical recruitment and the finalisation of post-arrival orientation (PAO) modules for migrant workers.

“This space was an opportunity to reflect on our achievements, assess the impact of our collective efforts, and explore how we can further enhance worker protections and transparency.”

  

The roundtable provided a platform for us to collaborate on critical areas where government and business efforts can create lasting change. The week’s discussions allowed us to hear directly from both government and business representatives, sharing learnings and best practices. This exchange was preceded by a day of training on ethical recruitment with palm suppliers as part of the People Positive Palm project.

This roundtable reinforces Malaysia’s commitment to ethical recruitment and combating forced labour, with support from global partners like the CGF. By championing collaborative solutions, Malaysia aims to set a global benchmark in addressing modern slavery and human trafficking.
